For the new 3rd Runway project of Hong Kong International Airport, Ooms PMB HK Limited was approved by the ultimate client HKAA (Hong Kong Airport Authority) and appointed by direct client SCKU JV as the sole supplier of 60/70 PEN bitumen and polymer modified bitumen for the asphalt. A specific requirement regarding the polymer modified bitumen was that it should be resistant to jet-fuel leakages, and that it should meet the PG76 specification. Based on these requirements, Ooms proposed its Sealoflex® SFB5-20 (JR) as the appropriate binder for the job. The supply of PEN bitumen was subcontracted to the local company Hong Kong Wah For Development Ltd.
Part of the tender requirements was to establish a local PMB production and storage facility at the project site, adjacent to the two asphalt batching plants of the main contractor. Ooms mobilized one of its mobile PMB production plants from the Kingdom of Saudi Arabia to the project site in Hong Kong. In close cooperation with Hong Kong Wah For DevelopmentLtd. the plant was erected, tested and commissioned in 4 months’ time. The plant configuration was based on 800 MT of PEN bitumen storage capacity and 200MT of PMB production capacity/day. The tanks of the PMB plant were connected to the tanks of the asphalt batching plants of the client by means of a direct pipeline.
In close cooperation with the client and HKAA, a strict quality testing protocol was established. Daily testing was done at the Ooms production laboratory at the project site (part of the PMB plant set up). On defined and agreed intervals, cross reference testing was performed by the HOKLAS lab Highway Technologies.
